The present forecast value of outsourcing in Portugal amounts to € 1.000 M (0,66% of GNI), which is
considerably below the European average and significantly below other countries that effectively invested in this sector.

In addition to its internal perspective, Portugal has a set of characteristics which enable it to stand as a transnational service provider centre.
- Portuguese positioning in European Community: unity of legal framework added to facilities for the mobility of labor force, goods and capital thanks to the Schengen space and the Euro zone;
- Availability of skilled human resources: high number of qualified resources with competitive wages in the EU for the level of qualification;
- Portuguese culture innate capacities: with regard to flexibility adapting to other cultures, knowledge and ease of learning other languages;
- Communications network: coverage, bandwidth and range of service levels within the parameters of most developed economies;
- Competitive costs with regard to the European space: can be seen as competitive advantage factors against markets with other characteristics.

Associação Portugal Outsourcing believes the value generated for the country may go up to one billion € in productivity gains, besides allowing the creation of 10.000 new jobs.

Associação Portugal Outsourcing Goal: 1% of the GNI for outsourcing in Portugal within a 7 years frame, facing up to other countries’ experiences;
- Growth would generate over 10,000 jobs and over 1 billion euro of revenue;
- Gains in productivity for our national economy of over 1 billion euro;
- The creation of new jobs would also be supported by significant investments in training and work force qualification.

International Examples – Spain
- Outsourcing in 2006 represented 42% of the technology market, being expected to come to represent 47% in 2010;
- The growth for the 2006-2009 period will be a CAGR of 8.5%, the highest after the UK and the Nordic countries;
- IT outsourcing handled 2.509 million euro in 2006;
- There are 55 thousand IT professionals working in government. However, the government turns to outsourcing to hire over 55 thousand to 85 thousand professionals;
- In order to make the most of this opportunity has been created the AEC – Associación Española de Empresas de Consultoria;
- Through the "Value Shore Europe” project, the Association seeks to turn Spain into a European outsourcing reference centre, attracting foreign IT services of high added value.

Laws were created for the framework of outsourcing:

Agencies Law: converts public organizations into Agencies, granting them greater independence to make use of external services.
- State Contracts Law: explains clear and accurately all steps and requirements to perform public outsourcing.
